All too often the reason why MV (LP/QP) costs are not taken directly from "a more accurate source" is because this can lead to steady-state target solutions flipping. Operators usually demand consistency; changing targets may not be acceptable. I have successfully used planning model costs in a few controllers, with MV costs calculated in real time to ensure controllers optimize against electrical power costs, but real care is necessary to ensure gain consistency (as Dan pointed out).
